Relevant Project Experience

The following is a partial list of REC projects that either have been completed or are in progress. The list is meant to provide a representative sample of the variety of projects and issues typically contracted. Details on specific projects or similar projects are available upon request .

Massachusetts Audubon Society – Provided permitting and design services for 3.5-acre salt marsh restoration and enhancement associated with the development of the Joppa Flats Education and Research Center in Newburyport, MA. Included preparation of Notice of Intent, Water Quality Certificate, Army Corps Section 404 Permit, and review under the Mass. Coastal Wetlands Restriction Act.

Metropolitan District Commission – Provided permitting and design services for 20-acre salt marsh restoration and enhancement within the Neponset Marsh estuary system. Project served as partial mitigation for salt marsh impacts associated with the Dorchester Beach restoration project.

Department of Environmental Management – Conducted wetland delineations and preparation of a Request for Determination of Applicability for land located within the proposed Greylock Center site at Mount Greylock in Adams, MA.

Town of Plymouth , MA – Evaluated potential on-site and downgradient wetland impacts as a result of various site alternatives for a proposed new Wastewater Treatment Facility. Evaluated nutrient flows from land application basin, groundwater mounding impact and wildlife habitat impacts.

Massachusetts Aeronautics Commission – Participated in the preparation of a Generic Environmental Impact Report to evaluate proposed changes in the Massachusetts Wetlands Protection Act Regulations (310 CMR 10.00) involving tree clearing within wetlands at public use airports. Responsibilities included aerial photo interpretation and other remote sensing techniques to delineate affected wetlands statewide. Evaluated impacts to wetland functions for a sample project and provided recommended mitigation measures. Prepared a model Notice of Intent, including Wetland Evaluation Checklist and model Order of Conditions for use by airport managers. This change is now part of the revised Wetland Protection Act Regulations.

Massachusetts Aeronautics Commission – As a result of successful completion of the project described above, REC assisted in the preparation of Vegetation Management Plans for five (5) public airports. Responsibilities included field identification and mapping of vegetative communities within FAA prescribed protection zones. Assisted in the selection of site specific vegetation management techniques within wetland areas to eliminate obstructions from approach and landing areas while minimizing impacts to wetlands.

City of Worcester , MA – Provided three-year on-site monitoring and assessment of a 1-acre wetland replication area, constructed and approved under a Variance Superseding Order of Conditions as mitigation for construction of the Worcester Water Treatment Facility in Holden, MA.

Massachusetts Highway Department – Conducted wetland boundary delineation and assessment in connection with bridge repairs in Wakefield and Middleton, MA.

Oxford Housing Authority – Delineated wetlands, reviewed stormwater management system and prepared direct testimony for adjudicatory hearings at DEP concerning the construction of a 66-unity affordable housing development in Oxford, MA.

New England BioLabs – Conducted wetland delineations, permit preparations and presently conducting on-going construction monitoring of stormwater management system and erosion controls for 180,000 square foot office and laboratory building in Ipswich, MA.

The Elms of Hanover Conducted wetland delineations, permit preparations, rare species habitat evaluation and wetland replication construction for a 56-unit senior housing development constructed in Hanover, MA.

Coolidge Park – Conducted wetland delineation, permit preparation and representation upon appeal for a 6-unit Chapter 40B housing project in Wakefield, MA.

Howes Crossing – Conducted wetland delineation, permit preparation, wetland replication design and appeal assistance for an 8-lot residential subdivision in Middleton, MA.

Riverside Landing – designed and constructed a wildlife habitat restoration plan as mitigation for stream bank and floodplain impacts associated with the construction of a proposed 29-acre residential subdivision in Haverhill, MA. Also included design an installation of compensatory wetland mitigation.

Waban Kettle Citizens Group – Worked with private owners of a 3-acre kettle pond to design and permit a sediment removal and wetland restoration plan to remedy eutrophication and non-point source pollution impacts. Included Notice of Intent, Water Quality Certificate and Section 404 Army Corps Permits.

Devens Commerce Center - Conducted wetland delineations within the West Rail Industrial Area at Fort Devens. Responsible for preparation of functional assessment and impact assessment of selected wetland areas.

Town of Wenham Water Department – Conducted multi-year monitoring of potential wetland impacts due to increased water withdrawals from public supply wells adjacent to Pleasant Pond.

Town of Manchester, MA – Prepared a Natural Resource Inventory and Management Plan for a 13-acre meadow currently in agricultural use. Identified natural features, wildlife habitat characteristics, and provided recommendations for future management strategies.

Myopia Hunt Club – Prepared Vegetation Management Plan for 120-acre golf course to insure protection of wetlands and water quality within and adjacent to the course in Hamilton, MA. Providing on-going water quality monitoring and permitting assistance for course improvements.

The Trustees of Reservations – Conducted a vegetative inventory and hydrologic analysis of wetlands located at Damde Meadows at the World’s End Reservation in Hingham, MA.

City of Waltham , MA – Provide on-going technical assistance to the Conservation Commission in reviewing a variety of projects including a 3.9 acre commercial redevelopment along the Charles River, a 324 unit residential complex, and campus improvements at Bentley College.

Town of Salisbury , MA – Serve as independent reviewer to the Conservation Commission in reviewing a variety of residential and commercial projects. Monitor construction in progress for compliance with permit conditions, especially erosion controls and stormwater management facilities.

Town of Groveland , MA Serve as independent reviewer to the Conservation Commission in reviewing a variety of residential projects. Assist in preparation of permit conditions.

City of New Bedford – Prepared Notice of Intents and Chapter 91 License Applications for sewer extensions proposed as part of an overall Wastewater Facilities Improvement Plan.

Salem Sound Shoreline Survey – On-going collaborative effort with Horsley & Witten, Inc. and seven communities within Salem Sound to update a 1993 shoreline survey identifying shoreline outfalls and conducting water quality sampling to evaluate point and non-point pollution sources. The project will be used to direct future remediation priorities to improve coastal water quality in Salem Sound. REC tasks include research and data collection relating to the status of municipal watershed improvement efforts, field survey and coordination of simultaneous water quality sampling efforts in all seven communities.

Samoset Street Outfall Project – Collaborated with Horsley & Witten in Plymouth, MA to delineate wetlands within drainage area tributary to the Samoset Street outfall into Plymouth Harbor. This work was in support of planning efforts to identify potential best management practices and to remediate pollutant sources at the outfall.

Shawsheen River Watershed Wetlands Mapping and Functional Deficit Research – EOEA Wetlands Restoration and Banking Program (WRBP). REC researched and compiled a watershed resource bibliography for use in performing a watershed functional deficit analysis to aid the WRBP in the preparation of a Preliminary Report for the Shawsheen River Watershed Wetlands Restoration Plan. March, 2000.
